In the first-round review, each product is assigned two judges for evaluation against specific judging criteria. CODiE Awards judges include industry executives and analysts, representatives of media outlets, bloggers, investors, and, for the education categories, educators and administrators. In the second round of review SIIA members vote on the finalist products, and the scores of both rounds are combined to determine the winners.

The certification also ensures that best practices are used in the design and implementation of the application.
